Claims (or creates) the concept graph for a finished event, or for a whole series, and
enqueues a background job to build it. Administrators only, and safe to call again while
one is already running: an in-flight claim is a no-op, and once idle a re-run appends a
version to the existing graph rather than replacing it or creating a duplicate — so a poor
extraction can be redone with both attempts left readable and comparable.
A topic container asks for the series graph, which is refined rather than rebuilt — each
event merges into what the series already knows — so its version history is a record of how
the group's understanding developed. Running it on a topic also backfills a series that
predates the feature.
Generation happens in a background job, not inline in this call: the response only
confirms the claim (artifact.generationStatus: 'pending'), it never carries the result.
A run that finds too little to map, or whose output does not survive the Chatham House
checks, resolves later as generationStatus: 'failed' with a reason, same as a real error
— poll fetchArtifact or listen for the artifact:version / artifact:generationFailed
socket events to see it resolve.
